Fake caste certificate case,Directorate of Civil Rights Enforcement issued second notice to retired IPS Kempaiah

After failing to respond to the first notice issued by Directorate of Civil Rights Enforcement in connection with the fake caste certificate case, the officials issued second notice to him on Tuesday .

Mr.Kempaiah had received the first notice and assured the officer that he would come.Since he failed to appear the officials pasted the second notice notice outside his house .

Clarifying on this Director General of DCRE, Ravindranath said that the notice given to Mr Kemapaih is to give him an opportunity to clarify the allegation against him.

If he failed to turn up the official will take decision without his version and proceed further,he said .

Refusing to elaborate further on the case,Mr. Ravindranath said that a file pertaining to his case which was missing from DCRE has been recovered.

The matter is still in the inquiry stage and depending upon the results of the probe,action will be taken.

Kempaiah submitted a false caste certificate and got selected to IPS claiming that he is kadu Kuruba (backward caste),while his actually belonging to Kuruba (schedule tribe)community.

Despite complaints and reports,no action was taken against him.Amidst this Kempaiah took VRS in 2009 and became home minister advisor in Siddaramaiah’s government .

Since the case has once again came up for inquiry,Kempaiah is under the radar and if proved guilty,the government may recover the salary and even th pension benifits he had taken,besides filing an FIR.

Responding to the press conference of DCRE Directorate who is issuing notice now to retired IPS officer why not before when the officer was in service they take any action,and on how many action has been initiated why the before officers were silent when they found fake certificate has been issued to join police force and become DC’s said a senior officer.

MLA Renukacharya Daughter case :

Reacting to Honnali constituency MLA , Renukacharya’s daughter case.Mr.Ravindranath said that the DCRE has Initiated probe into the matter.

Daughter of Renukacharya,from Lingayat community had obtained a certificate identifying her as a scheduled caste .

If the allegation prove,the officials will book an FIR against her and charge the relative who gave declaration while obtaining certificate and the Tahsildar who issued the certificate without following the rules .

Briefing the work don by DCRE so far,Mr. Ravindranath said that the department has so far registered FIR against 111 Tahsildars,108 revenue inspectors and 107 village accountants who are found guilty of issuing fake caste certificates.

This apart as many the officials have written to the department to initiate disciplinary action against 165 officials of revenue department who failed to do due diligence while caste issuing caste certificates.
