Highlights of the meeting of deputy commissioners held under the chairmanship of Chief Minister Basavaraj Bommai here on Monday.
Revenue Department
Disaster management
DCs’ were instructed to complete distribution of relief quickly.Taluka must be visited to take stock of damage to houses and crops.
* In case the survey of crop damage in low-lying areas of tanks are not done it must be carried out as per guidelines.
There is provision to give compensation for the soil erosion under NDRF rules and it must be examined at the time of giving compensation.
* Last date to submit rain damage has been extended till October 30.The government guidelines are sent to all the DCs’ and they must furnish details quickly.
* Officials of RDPR & Revenue departments must work in tandem Taluk panchayat executive officers must be given responsibility of giving details of house damage due to rain once in a week.
* The government has released Rs One crore each to set up District Disaster Center in each district for the effective disaster management. It must be established within one month and make preparations for its functioning.
* It is not possible to control the continuing floods but it must be effectively managed to minimise the damage.They must be vigilant as there are chances for tanks to breach.Guidelines must be fixed and for it.The houses in low-lying areas which are prone to floods must be shifted to safer places
* Guidelines for disaster management relief measures must be framed, train staff members, give guidance for them to prepare during emergency.Relief measures must be taken up in cooperation of voluntary organisations and locals in rural areas
* Undertake the survey of tanks and canals and remote silt to check floods.
* The notice period for transfer of Khatha under Bhumi scheme has been reduced from 30 days to 15 days.Take necessary steps.
For the speedy disposal of cases in tahsildar, assistant commissioner and deputy commissioner court, equivalent cadre officers will be deployed.
Health and family welfare department
* Take steps for the effective implementation of Aayushman Bharat Card scheme, an ambitious program of prime minister. The daily Target must be reached by DCs.
* The progress of Ayushman Bharat Health account creation and it must be linked to health department.
Urban Development Department,Complete tender process for Rs 3885 crore Chief Minister Amrit Nagarotthan scheme which has been provided to 302 urban local bodies, must be completed in other districts and complete works before March 15.
* Central offices must issue clear instructions regarding works in tender
Housing department
* Since urban housing schemes are poor-centric, officials must give importance and complete the selection of beneficiaries.
* Construction of 5 lakh houses under housing scheme must be completed before December this year, and building of one lakh houses in urban areas must be completed before March next year.
Social Welfare Department
* Impetus must be given to identify sites for the construction of hostels for SC/ST. In rural areas, the government land must be identified and taken possession for other purposes.
* To give sites for ex-servicemen, land adjacent to cities must be identified and take steps to distribute sites.
* Take caution on fertiliser distribution and take action on hoarding of fertiliser.Transport problems must not create fertilizer shortage.
* Instructions given in meetings must be implemented.They must share experiences in implementation level.Work actively and as people-friendly
* Must visit districts and review sector level. The implementation of government schemes must be reviewed.
* Make surprise visits to activate administration and never lookback when it comes to helping poor people.Hurdles in implementation of programs must be brought to the notice of government to correct it.
* Show your leadership qualities by implementing programs.Accept petitions from people, fix time to meet people, redress their problems.That can be done through experience.
