The threat of privatization of ‘registrations’!

Today, Amaravati: Concern is being expressed over the state government’s idea of handing over land and other property registration services to the private sector. There are allegations that efforts are being made to continue these services especially by software companies belonging to ruling party leaders. Discussions are going on at a high level to start premier centers in Visakhapatnam, Tirupati, Vijayawada and other major cities with modern facilities. Discussions are going on to limit the sub-registrars to signing the documents and entrusting the rest of the work to a private company. Efforts are being made to make this movement happen under the guise of creating state-of-the-art facilities. Criticism is already raging in the State Stamps and Registrations Department that the representatives of a software company are continuing their activities unofficially. It is controversial that the Stamps and Registrations Department is taking the help of a private software company because the services of the National Institute of Science (NIC) of the Central Government are not satisfactory. In this context, the security of the land is being raised as the registrations are to be done with the participation of private companies.

Talking about passport centers..

As soon as you enter the passport service centers, the work related to its issuance is done immediately through the counters. The central government has entrusted the responsibility of this to a leading software company following appropriate standards. Discussions are going on between the authorities to set up Premier Centers in Visakha, Tirupati, Vijayawada and other places citing this policy. Actually… there are many precautions to be taken for registration of documents. If the proceedings in the sub-registrar’s offices are not transparent, buyers and sellers are drowning.

Recently there was a discussion about setting up a premium center in 15,000 square feet at Millennium Towers (IT SEZ) in Visakhapatnam, Madurawada. AC rooms, hospitality with tea/coffee/cooldrinks, distribution of tokens, slot booking, registration document related service, payment counters, verification, front office, back office, stamps, registrations department officials have examined where it would be good. In this process sub-registrars are limited to signing at the end. To what extent are the employees of private companies responsible in the property registration process? The concerned parties are concerned that the problems arising in the use of technology cannot be predicted.

* The government, which is thinking about setting up premier centers, is not focusing on solving the problems in the sub-registrar’s offices. There are 294 sub registrar offices across the state. About 70% of these are run in rented buildings. In some places, the owners have to pay Rs.8 lakh to Rs.20 lakh. The offices of District Registrar and Sub-Registrar are functioning in a rented building in Ongolu Bhagyanagar. The owner Jayasekhar has not been paid rent since three years. Up to Rs.20 lakhs to be paid.
