National security spokesman John Kerby said that day that he ruled out the possibility of Biden visiting Ukraine. In fact, Biden had already left Joint Base Andrews a few hours earlier. But, instead of his usual Air Force One plane, he left in a C-32, which is usually used by the US Air Force. It is a smaller version of Air Force One. He was accompanied by minimal security personnel, officials, a small medical team, a reporter and a photographer. Security officials seized electronic devices from them. Later their plane reached the US military base in Ramstein, Germany.
