A delegation of social activists on tuesday submitted memorandum to the state police chief demanding why suo moto action not initiated against Sri Rama Sene Chief Pramod Mutalik for his hate speech at Bagalkot recently.
The delegation met Debjyothi Ray,IGP (Public Grievances and HR),who explained that the police can not register suo moto FIR and after legal opinion they felt they could act only on private complaint.
The delgation later demanded an appointment with the state police chief to discuss preventive steps towards hate speech cases .
Vinay Srinivasa,city based advocate and human right activist said that the police are saying wrong in this case as all cognizable cases,they can register an FIR on their own.
Suo moto FIRs were registered against Chetan ahimsa, Amulya and Arudra (during NRC protest ).And the Supreme Court in its order on Shaheen Abdulla versus Union government directed three state governments to register FIR Suo moto on cases of hate speech.
It may be recalled that Mutalik during his public speech asked the Hindu youth to target Muslim girls in respond to Love Jihad and assured job and other facilities from his organization .
The representation submitted by the delegation demanded to know what is the duty of the police to contain hate speech and why no legal action against the perpetrators .
As per the KP rules the state police must ensure safety and security for women and minorities and preventive action against cognizable offences .
The parliament specified that love jihad does not exist , they what police are doing against spread of myth of love jihad.
