Today, Amaravati: As the central government has announced in the budget that it will provide financial assistance of Rs.15,000 crore in the current financial year, the construction of Amaravati will take off. The announcement made by the Center is a big relief in the context of the fact that mobilization of resources has become the biggest problem for the capital, which has been badly damaged by the destruction done by the Jagan government in five years. This will enable the capital works to be started in full within another four to five months.

Union Finance Minister Nirmala Sitharaman has made it clear that financial institutions like the World Bank will provide Rs 15,000 crore in one year for the construction of the capital, and more funds will be collected from other institutions depending on the need. Now the onus is on the state machinery to respond on a war footing. If we consult with the central government and the respective banks quickly, get Rs. 15 thousand crores and start the capital works soon… the capital will take a form within another year. If we can convince the center and get more funds in the coming days, the wonderful dream capital of the Andhras will come true.

As soon as the NDA government was formed in the state, it focused on the construction of Amaravati. Some works have already started in the capital, which has turned into a jungle in five years.. roads, canals and land given to farmers are not known. It is estimated that the cost of removing the kampa trees in the entire capital will be Rs.36 crore and tenders have been invited. It is looking for ways to raise the necessary funds to complete the construction of roads, other major infrastructure, and residential buildings for ministers, MLAs, All India Service officers and government employees that are stalled in the middle. At this stage, the central government has announced that it will give Rs. 15,000 crores, so it seems that a way has been found to advance the capital works.

Flexibility to start work in four to five months

At that time, the TDP government had made estimates that more than Rs. 50 thousand crores would be spent on the construction of infrastructure in the LPS layout, where the main infrastructure works in the capital were given places to farmers. Tenders have been called for Rs.41 thousand crores. Works worth more than Rs.5 thousand crores have been completed. Bills of Rs.1,300 crore have to be paid to the contractors for the works done in the past. The monopolists are ready to resume capital works. If they pay their pending dues, they will take up work more enthusiastically. Municipal Administration Minister P. Narayana said that it will take two months to remove all the thorn trees in the capital and it will take four months to prepare DPRs and estimates again for the stalled works. He said that we can start the construction work again in four to five months. He said that the funds provided by the central government will be available by then. At that time, we estimated that it would cost Rs. 41 thousand crores. Now the cost will increase drastically. “We will start all the stalled works in the capital,” he said.

Major infrastructure works can be calculated!

At that time, it was estimated that Rs. 17,000 crore would be spent on infrastructure such as main roads, bridges, flood water, sewage irrigation systems, development of communication network, footpaths, cycle tracks, construction of iconic bridge over Krishna river, electricity facilities and water supply in the capital with world class standards. About Rs.3,500 crore works have been completed in them.

  • It is estimated that Rs.8,700 crore will be spent on the construction of high court, secretariat, office towers of department heads, judges, residential buildings of ministers, MLAs and officers residential buildings in the capital administrative city. Out of which Rs.1,505 crore works have been completed.
  • It is estimated that the construction of infrastructure in LPS layouts will cost another Rs.20 thousand crores. All those expectations will now rise.

With the funds of Rs.15 thousand crore provided by the central government, the main infrastructure works in the capital and the buildings in the administrative city can be brought to a close. If the construction of major infrastructure starts, various government and private organizations that have taken land in the capital will also come forward to undertake the construction.


Debt is not a burden!

The central government has said that it will lend Rs. 15 thousand crores from various international banks. Even if it is a debt, it is not a burden to the state. The interest on loans given by organizations like the World Bank is nominal. The time limit (moratorium time) to start repayment of the loan is also longer. As Chief Minister Chandrababu said, even if the central government is giving those funds in the form of a loan, it is not a burden as they have to be repaid after 30 years. The central government also guarantees the loans. As the loan does not come under FRBM, there is no problem for the state government.
