Telangana Budget 2024: Festival for farming.. full of welfare..

After the emergence of Telangana, the state has not achieved as much progress as expected during the last decade. Moreover, the welfare has thinned out. The state is in debt. The debt of the state increased almost tenfold in ten years like a small wind. Due to the wrong policy decisions of the rulers of the day, the irrigation projects could not give the expected results. The previous government worked with the aim of letting corrupt money flow through canals instead of water. This government is determined to resolve outstanding irrigation issues and construct better projects with corrective measures.

The Congress party government which came to power for the first time after the formation of Telangana state gave priority to the welfare of the poor and agriculture in the full budget presented in the Legislative Assembly . In the budget of Rs.2.91 lakh crore, it has allocated more than Rs.1.10 lakh crore to the welfare and agriculture sectors and has shown its priorities. The irrigation projects of the joint Mahabubnagar, Nalgonda and Khammam districts have been given a lot of attention. Deputy Chief Minister and Finance Minister Bhatti Vikramarka presented the Budget 2024-25 in the Assembly on Thursday, with welfare and cultivation at the heart of it. In this, the government has explained that their goal is the welfare and development of the communities by allocating Rs.63 thousand crores for the welfare schemes of SC, ST, BC and minorities. According to the assurance given to the farmers in the elections, huge funds have been allocated to the agriculture sector. Allocation of funds for the implementation of six guarantees has also been made a priority by the government. This is evidenced by giving Rs. 47,167 crores to these alone. Paying attention to the development of Greater Hyderabad, which is the key to the state’s income, Rs. 10 thousand crores have been allocated. The government has made it clear that new policies will be brought for the development of infrastructure like roads and electricity. She explained that she is determined to go ahead with a comprehensive plan to construct double roads from each village to the mandal, from there to the district center, and from there to Hyderabad, 4 lanes of tarred roads. A total of more than Rs. 55 thousand crores has been allocated for all the schemes. The government is confident that through these schemes, not only the poor will benefit greatly, but also the development will run.

Despite resource limitations..

Despite resource constraints, the government has set a target in the budget to achieve the state’s revenue of over Rs.2.90 lakh crore. It has decided to spend more than Rs. 2.91 lakh crore on all the schemes, paying special attention to the achievement of this revenue target. The finance department explained that since there were legislative assembly and parliamentary elections last year, the administration focused on the election process for about five or six months and the income did not increase much. Generally, if the income does not increase much in one year, it is natural for it to increase significantly the next year, so this department is confident that the growth rate of tax revenue will be more than 24 percent this year. In 2022-23, the revenue of Rs.6 lakh crore through taxes.. In the budget of last year (2023-24), the previous government estimated that it may cross Rs.31 lakh crore. But, due to the rush of elections, the administration did not have the opportunity to focus on increasing the revenue, and in the end only Rs. In the latest budget, the government has estimated that this amendment will increase by another 24 percent to Rs. 38 thousand crores this year. Last year, the reason for the low growth rate of income through taxes was due to the elections, and this year, the situation will not be the same, as the government is reviewing and bringing reforms with special attention, and it is confident that there will be a growth of 24 percent. The non-tax revenue was estimated to be Rs. 23,819 crores last year and Rs. 35,208 crores this year. Out of the total Rs.2.21 lakh crores coming under the state revenue tax, Rs.1.38 lakh crores of tax income and Rs.35,208 crores of non-tax income are the most important. These funds will become crucial for welfare schemes. It is estimated that the income under ‘excise duty’ on liquor will reach Rs.25,617 crore from Rs.20,298 crore compared to last year. An additional income of Rs.5,319 crores will come as ‘excise duty’ only if the sales of liquor increase significantly. It is estimated that if the sales of liquor, petrol and diesel increase, the VAT will also come in at Rs.33,449 crores.

Is it coming from the center?

Another important source of revenue for the state is grants from the Centre. Under various ‘Centrally Sponsored Schemes’ (CSS) implemented by the Centre, Rs. 41 thousand crores were expected to come last year, but in the end only Rs. 9,729.91 crores were released. As a result, it has been estimated in the budget that the amount of this tax will be reduced to Rs.21,636.15 crores this year. But, in the last three years, in no single year has this level of funds been received from the Centre. In the remaining 8 months of the current financial year, only if the center releases Rs.21,636.15 crores, the budget revenue and estimated expenditure targets will be fulfilled.

Debts only support…

Debt has become the most important part of the state’s income tax. Debts are also shown in the budget under the name of ‘state revenue’. The state government has said in the budget that it will collect loans of Rs.62,212 crore in the current financial year (2024-25). It explained that if these are added, the state’s income will cross Rs. 2.90 lakh crores. Last year (2023-24) it has taken loans of Rs.51,566 crore and this year it has decided to take an additional Rs.10,646 crore. However, Bhatti Vikramarka clarified that there is no possibility of using this money for state government schemes or development. He said that Rs.64,380 crore is to be repaid this year at the rate of Rs.5,365 crore per month as principal and interest on previous loans. According to this calculation, for the Rs.62,212 crore loans to be taken this year, another Rs.2,168 crores will have to be paid under installments of Rs.2,168 crores from the state government’s own money, Bhatti explained. He said that if we do not take loans to some extent, if these funds are deducted from the state’s income, there will be no funds for welfare and development schemes.
