Today, Amaravati: Chief Minister Chandrababu directed the officials to revive the Happinest project in the capital Amaravati. He clarified that even if the construction cost of the Happynest project increases, the burden should be borne by the CRDA and the buyers should be given the prices finalized during the booking of flats in 2018. The 37th authority meeting of CRDA was held at the secretariat on Thursday under the chairmanship of the CM. Along with the revised estimates of the ‘Happiness’ project, the authority has given approval to some other proposals. Due to the suspension of the Happinest project by the Jagan government for five years, the construction cost increased from Rs.714 crores to Rs.930 crores. It is estimated that CRDA will incur a loss of Rs.216 crore if the project is to be completed without increasing the price of flats. However, the CM ordered the people to stick to their word… to revive the project. At that time, CRDA launched the Happinest project with 1,200 flats to kick-start development in the capital Amaravati. All the flats were sold out within a few hours of starting the booking. The CRDA officials brought to the attention of the CM that some of the buyers had gone back after the project was suspended.
Place the desired one for the given in the equation
The capital still has 3,551 acres of land to be given by the farmers. Besides Undavalli and Penumaka, more land has to come from two or three other villages. Many of them are coming forward to give in land acquisition. They are asking that they will give the land but increase the package. The government has already made it clear that it is not possible and that the entire capital will have the same policy. It has been decided to give some flexibility in allotment of places to encourage them. So far, seats are allotted in the capital through lottery system. Henceforth, the authority has approved to change the rule so that farmers can allot land wherever they want in the layout allotted to them. “Since not all the farmers come forward to give land at the same time… we will give priority to those who come first in the allotment of land,” said Narayana. He clarified that the lands of those who were not given in land acquisition will be taken through land acquisition.
Amaravati works complete by January 1
Narayana said that the reports of Madras and Hyderabad IITs on the strength of the structures in Amaravati will come in the first week of September. After that tenders will be called and work will start. He said that the construction work of Amaravati will start in full from January 1. He said that tenders are being prepared for Karakatta road widening works.
160 crore CRDA administrative building
The authority has approved the completion of the CRDA administrative building, which was partially completed before 2019 under the TDP government, at a cost of Rs 160 crore, next to SeedAccess Road in Amaravati. The CM ordered that the building should be made available within 90 days. Earlier, Rs.61 crores were spent on the construction of that building. Municipal Administration Minister P. Narayana told reporters after the authority meeting that along with the CRDA office, state level offices of municipal and urban development departments will be established. Municipal Commissioner, MEPMA, Engineering, Town Planning departments and TIDCO offices will be set up on two floors. He said that there will be CRDA office on three floors and Amaravati Development Corporation office on one floor. The remaining floors will be used for reception and other purposes.
We will pay Rs 175 crore to the farmers by September 15
Minister Narayana said that last year’s rent of Rs.175 crores will be paid to the farmers who have given land to the capital by September 15. He said that Rs.225 crores will be given in a few days for this year and asked the farmers to be patient keeping in view the financial condition of the state. “The treasury is empty. Everything is running on adjustments. Last year’s rent was Rs.175 crores and we wanted to give it this month itself. But the finance department wanted a big amount and some time for the pensions. That’s why we have decided to give it by September 15,” he said.

He clarified that the construction of Amaravati should be done using modern technology and making it easy to live. Officials said that the process of clearing the forest-like trees in the capital is going on actively and 60% has been completed. The CM suggested to use drones for monitoring and evaluation of jungle clearance.
