The investigation report submitted to the High Court by Special Investigation Team indicted Deputy Superintendent of Police,CID,Kanakalakshi botched up investigation which led to the death of advocate Jeeva accused in Bhovi corporation scam.
The investigations which was completed by a team constituted by the High Court in December last year, submitted 2300 pages chargesheet by the officers comprising of CBI SP,Vinayak Verma,DCPs,Hakay Akshay Machindra and Nisha James probed the case in detail and submitted a report,which was appreciated by the High Court on record .
The HC in its order stated “in perusal of report indicate that the SIT had performed commendable job in executing the order/directions towards conduct of a fair investigation .
In fact the manner in which the investigation was conducted is unique and emerged first of its time .
Therefore this court would place on record its appreciation for the SIT.The court also pointed out that the appreciation should not be mistaken on the merit of the investigation but only the manner in which the investigation is conducted “.
The SIT which took up the investigations found much of the allegations made in the death note found to be true .
However the SIT disprove of the money part which was alleged in the later part of the FIR which few of them are hearsay .
The probe revealed that the investigations handled inappropriately and records of the investigations including the CCTV footage were not maintained despite High Court order.
It may be recalled that 33-year-old Jeeva had approached the High court accusing the CID officer harassing her in the guise of investigations following which the court had ordered the CID to record the investigations .
Despite High Court order the accused officer Kanakalakshmi fudged the records and created the documents to mislead the court and the agency .
The video recording and voice recording of the investigation was not in order and the SIT had to seek the help of FSL to analyze and submit report .
The SIT had arrested the accused officer in March 11 based on the findings .
The deceased Jeeva one of the accused in the Bhovi Corporation scam ended her life on November 21 last year, leaving behind a 13-page note accusing Kanakalakshmi of forcing her to strip during an interrogation,mentally harassing her,and demanding a Rs.25 lakh bribe.
She even filed a complaint with the high court 10 days before taking her extreme step.The HC court took a strong exception following the death and constituted a SIT comprising of officials from both the state and central agency,which is one of its first kind.
The court has also made a oral observation during the hearing of the KPSC scam case,stating that the SIT can be formed like in the case of Jeeva’s case .
