After the High Court pointed out lapses on part of the police officials while arresting the suspects and accused,the state police chief directed the police officials to issue arrest memo to the accused and follow due diligence while carrying out the arrest procedure .
In a circular issued on Wednesday,Director General and Inspector General of Police,Alok Mohan warned to take disciplinary action in cases of any lapses on part of the police officials which could the reason for the court concerned to grant bail.
There are many instances so far where the police officials randomly pick up the suspect or the accused which is not only illegal detention but also leads to corrupt practices and end up in providing benefit to the accused legally .
The High Court taking cognisance of this has directed the Home Department to follow the procedures strictly . Taking the directions forwards Mr.Alok Mohan directed the police to issue arrest memo compulsorily and the reason for the arrest in writing .
The police should take the signature of the accused and record the details of the arrest,reason and grounds to be submitted to the court .
The circular also warned that the concerned police officials will be held responsible and disciplinary action will be taken if they do not comply with the orders and if the suspect of the accused will be granted bail for lack of arrest procedure .
The police officials feels that they have many challenges on grounds and following the procedure will be hindrances to the ongoing investigations.
