The love expressed by the leaders towards Uttarandhra has no place in spending funds and completing works.
Jagan’s government has not completed a single irrigation project,
two projects that it says will be completed in a year are still incomplete , contracts have been
canceled in many works.
The expenditure incurred between 2014-19 was Rs.1,591 crore
and the expenditure incurred between 2019-22 during Jagan’s tenure was Rs.498 crore.

In these three and a half years after the formation of Jagan’s government, not a single irrigation project was completed in Uttar Andhra. The Vaikapa government is not able to meet the targets set by itself for the completion of the projects in the early days of the formation of the government. The government has announced that in the financial year 2020-21, the construction of five projects that have already come to fruition in the state will be completed. It is said that they will complete the second phase of Vamsadhara-Nagavali connection and the second part of Vamsadhara of Uttarandhra districts. God knows about the rest of the projects in Uttarandhra.. Both the projects are still not completed. Uttar Andhra is drying up in the field of irrigation due to not giving enough funds and not paying attention to the progress of projects. According to the official statistics, Rs.1,591 crores were spent on Uttar Andhra projects during the tenure of the TDP government, while the Jagan government spent only Rs.498.62 crores in these three and a half years. In this, more than Rs.100 crores of bills are pending payment. The engineers of the area are complaining that Uttarandhra projects will be included in the list of priority projects without completing the construction of a single project. Officials say in internal conversations that the work is not progressing due to insufficient funds being given to the projects and due to non-payment of bills. In many works, the contractors were given the opportunity to cancel the contracts early and canceled the works. Again, they are trying to call for new tenders by increasing the expectations in the respective works. In some works, although tenders were called, the monopolists did not come forward. In many places, the work is not going on because of the fear of not getting the bills even after doing the work.
Unconnected Vamsadhara-Nagavali!
Vam Sadhara The work of diverting the Vamsadhara flood waters with the linking of the Nagavali rivers is yet to be completed. These works were undertaken with the aim of stabilizing the 18,527 acre catchment under the Narayanapuram dam and providing water to 5,000 acres of catchment in four new mandals. The aim of this project is to construct a high level canal from Hiramandalam reservoir and divert the flood water through that canal to Narayanapuram dam. Initially the canal was proposed to divert 130 cusecs but later it was revised to divert 600 cusecs. The estimated cost of the project in 2020 has been increased to Rs.145.34 crores. The Department of Water Resources has stated that this project will be completed by December 2020 in a review with CM Jagan. It is said to be completed by June 2023 at the latest. More than 3 lakh cubic meters of work has to be done in canal excavation. 36 thousand cubic meters of concrete work and 34 buildings are to be completed.
Vamsadhara second part second phase when?
MrVamsadhara Phase II Phase 2 of the Key Project in Kakulam District is the second phase. A plan was made to construct a side weir at Katragadda on the Vamsadhara river and divert the flood water to the Hiramandalam reservoir and give it to Ayakattu. Construction of Hiramandalam Reservoir is going on with a water capacity of 19.05 TMC. Construction of balancing reservoirs at Singidi and Parapura is in progress to facilitate the diversion of water in the middle along with the digging of 33.70 km flood canal from the side weir. A lion’s share of the work of this scheme has been completed by 2019, but the rest of the work has not yet been completed. In this scheme, the aim is to give water to 20 thousand acres under Kudikalu, 20 thousand acres under flood canal and 5,000 acres under Hiramandalam Reservoir high level canal. CM Jagan has stated in his reviews that this project will be completed by March 2021. It is said that it will be completed by June 2023. The work of this project is divided into three packages.
* Construction of flood canal from zero kilometer to 13.447 kilometers, construction of sidechannel weir at Katragadda, Singidi balancing reservoir and construction of distributaries are part of the first package. 3.117 kms of flood canal lining work is still to be completed. Excavation of two distributaries should be completed. Excavation work is to be done to the extent of 4,51,173 cubic meters.
* In the second package, works like excavation of flood canal from 13.447 km to 33.70 km and concrete lining, construction of Parapuram balancing reservoir, excavation of distributary canals. 0.426 km of flood canal is still to be excavated. 1.12 lakh cubic meters of earth excavation and 4,268 cubic meters of concrete work. 5 out of 11 distributors have been completed. Excavation and other works of six more distributors are to be done. 4.17 acres of land is still to be acquired here.
* The entire Hiramandalam reservoir is being constructed as a package. Its construction has been undertaken to store 19.05 TMCs of water. The package includes construction of left head sluice for link canal, excavation of link canal to connect right canal, construction of right head sluice for high level canal. Another 8.81 lakh cubic meters of soil has to be excavated. Two more buildings should be constructed. 29,900 cubic meters of concrete work remains.
Thotapalli.. that’s all he did in the rest of the work
Construction of barrage on Nagavali River at V Jayanagaram district, excavation of right main canal, link canals, old regulator of Thotapalli, stabilization of 64 thousand acres of ayakattu under open head channel and new 1,31,000 acres of ayakattu was undertaken to irrigate 15.89 TMCs of this project. This will benefit 132 villages in 7 mandals of Srikakulam district and 155 villages in 10 mandals of Vizianagaram district. The main objective of the project is also to fill 42 ponds through the right main canal for drinking water supply in 24 villages. In 2019, 91% of the works were completed under TDP government. Although the Vaikapa government has said that the project will be completed by June 2020, the work done here is not much.
There are two packages in this project. In the first package along with head works right main canal should be dug from zero kilometer to 52.450 kilometers. As of May 2019, 76.28% of the first package has been completed. Later, during the Vaikapa government, the government prematurely canceled the contract with this monopolist in July 2020. The administration has again given approval to undertake the remaining works at a cost of Rs.59.58 crores. According to government statistics, 13% of this package has been completed. 6,22,000 cubic meters of soil excavation work to be done. 13 buildings should be constructed. 47 thousand cubic meters of concrete work to be completed.
In the second package, right main canal should be excavated from 52.450 km to 117.89 km along with distributaries and field channel excavation works. As of 2019, 90.12% of the works have been completed in this package. After the Vaikapa government came in July 2020, the contractors were given the opportunity to cancel these works early. Later, the remaining work was increased to Rs.63.63 crores and handed over to the new contractor. Only 12% of the work has been done in this package. Bills are pending. 20 villages will be affected by this project. 13 villages have been moved so far. Out of a total of 5,629 families, 3,426 families have been moved.
Mahendrathanaya.. Don’t move forward!
mThere is no progress in the offshore reservoir construction work on the Hendratanaya river either. An offshore reservoir storing 1.76 TMCs of water in Meliyaputty mandal on Mahendratanaya river has not been completed. The aim is to irrigate 24,600 acres of Ayakattu through canals from this reservoir. It was approved in 2007 with an estimated cost of Rs.127 crores. If the construction of this reservoir is completed, drinking water will be provided to 26 villages, Kashibugga Municipality and 108 villages in four mandals will receive irrigation water. During the tenure of the Telugu Desam government, up to Rs.229 crores were spent on this project, but only Rs.48 crores were spent during the tenure of this government. 5 villages will be completely submerged and 7 villages will be partially submerged due to this reservoir. 373 acres of land to be acquired for distributary works. Vaikapa government has raised expectations for this project. On September 14 this year, the government issued an order raising the estimates to Rs.852.45 crores. More than 5 kilometers of flood canal still needs to be dug. Excavation works of 40 lakh cubic meters should be done. Construction of 26 buildings should be completed. About 1.40 lakh cubic meters of concrete work is pending.
The second stage of Madduvala without a single step!
The plan is to extend the right main canal from the Madduvalasa Reservoir project to provide 1.12 TMCs of water to an additional area of 12,500 acres . This will benefit 21 villages in G.Sigadam, Koghuru, Laveru and Etcherla mandals. During the tenure of this government, no step has been taken in the matter of the project. An option to cancel the works contract early has been provided. It is the government that said that it is not possible to take up any of the canceled works immediately. Tenders were called twice for these works but the monopolists did not respond.
Unsuccessful works in Gajapatinagar branch canal
withThis is the canal extension scheme from 97.70 km of Tapalli right main canal. This scheme is intended to extend the canal for 25 kilometers and irrigate 15 thousand acres of Ayakattu in six mandals of Vizianagaram district. It is being constructed to use 1.912 TMC of water. In 2008, the government approved Rs. 76.99 crores and started the work. 43.34% of the right main canal works were completed in 2019 alone. The contractor has completed 51% of the works in GBC minor and sub minor by 2019. In July 2020, the government ordered the two monopoly companies to terminate their contract during the Vaikapa government. Siri construction work was started at a cost of Rs.11.986 crore to dig minors, field channels and sub-channels to irrigate 13,172 acres of Ayakattu, but it was stopped after completing 7% of the work. As the company did not show interest, the water resources department made arrangements to cancel the contract. With this, after 2019, the progress in the Gajapatinagar branch canal works will end. Expectations are being raised for these works as well. Officials have prepared an estimate and sent it to the government that the remaining works in this project will cost Rs.137.80 crores. To that extent, a regulation has to come.
Ramarama.. Tarakaramatatirthasagaram will ever be completed?
V Jayanagaram district Gurla mandal near Kotagandredu to build a barrage across the river Champavathi to provide water to 16,538 acres of new Ayakattu Tarakaramathirthasagaram project. Stabilization of 8,172 acres of embankment under Denkada Dam is also one of the construction objectives of this project. The plan is to utilize 2.76 TMC water from this project. As of May 2019, 47.51% of the works have been completed. Only 10% of the work was completed during the later Vaikapa government, according to official figures.
The expectations of this project have been raised again. In 2005, Rs 220.40 crore was approved, then in 2015, and again in 2020, the estimates increased. After half of the works were completed, the Vaikapa government gave approval for Rs.739.90 crore in April 2020. The construction of this project was undertaken to benefit the Ayakattu in Pusapatirega, Bhogapuram and Denkada mandals.
Construction of barrage, head sluice, excavation of diversion canal, tunnel excavation, construction of earth dam along with construction of two head sluices, surplus weir and surplus course along with works like construction of barrage, head sluice, surplus course on river Champavati were awarded with the contract value of Rs. At that time, after working Rs.130.20 crores, the monopolist stopped it. On March 31, 2021, the government agreed to remove the remaining works in this package and carry out calculations for the remaining works with fresh prices. The rest of the works were recalculated to Rs.198.80 crores and proposals were sent for approval. As per the approval of the government, the remaining works were divided into two parts and handed over to the contractors. Excavation works of left canal, right canal, distributary works and concrete works were undertaken with a contract value of Rs.76.60 crores. 9% of these works have been completed. 51 for construction of tunnel etc.
