• There should be coordination between departments. There is inter-relationship between many departments. Therefore problems should be identified and resolved through mutual co-operation.
Deputy Commissioners should ensure that decisions are taken in harmony between all departments.
• When I call a KDP meeting,state level officials should also attend the meeting.If they skip the meeting despite receiving the notice,action will be taken against such officials.
• Officials must follow protocol strictly.Officials should not involve in politics.Elected representatives, irrespective of party affiliation,must follow protocol in government programs.
*Instructions regarding agriculture*
* Agriculture officers should not sit back and think that their responsibility is over after the seeds are provided to the farmers.If the crop is lost due to any reason, another round of seeds should be distributed.Where ever there is shortage of seeds in the district,the officers should be ensure that the seeds are provided along with required knowledge and facilities to grow alternative crops.He warned that action will be taken if there is a complaint about shortage of seeds and fertilizers in the district.
Go to the villages and listen to the problems of the farmers calmly.Then the problem should be resolved. Farmers should be treated with respect.Maintain a healthy relationship with the farmers who come to the office.
Raita Samparka Kendras are there to provide information and cooperation to the farmers because of their experience in agriculture.They are more knowledgeable than officials.
Therefore,the CM said that the officials should be listened to the farmers,conduct field visits and writing a diary on a daily basis must be practiced.
* Farmers are in trouble as there are no rains.The agriculture officers must respond to them in a humane manner,the CM instructed.
*The CM said that the officers must act liberally in cases of farmer suicides.The government will provide money,the compensation should reach them without delay.The CM warned that the DCs that there should be no delay in providing compensation.
*On crop loss and Farmer’s Suicides*
Actual facts and reasons for crop loss and farmer’s suicides should be ascertained. In case of suicide due to officers negligence,it should also be mentioned.It was instructed that the actual facts behind the suicide should be clearly identified and recorded.
*Irrigation Department*
* There is no order issued to the effect that our farmers should be treated unfairly and Cauvery water should be released to Tamil Nadu.We should protect our crops and drinking water.The distress relief formula is yet to be worked out.
* What is the required quantity for drinking water and agriculture? It was suggested to have scientific knowledge and information about the quantity of water in our storage.Action has to be taken to prioritize protection and welfare of our farmers.
* Engineers should walk around the canal to ensure that the water is reaching the tail end.Silt should be removed before releasing the water into the canal.Do not remove the silt after releasing the water.
* Motor pumps to be repaired before releasing water to the canals.
*Department of Animal Husbandry.
• Compensation should be provided in case of death of sheep, cow and oxen.Proposal should be sent to the government for necessary funds.
• Necessary medicines for cattle should be available. Medicines should also be kept ready for possible ailments.
• We increased the price of Nandini milk by Rs.3 to benefit the farmers.This money should reach the farmers directly.
• There is an increase in the amount of milk coming to Nandi as after the farmers got Rs.3.He suggested that the milk unions should make profit and that profit should go to the farmers.
• Milk Federations should not recruit at will. Outsourcing should not be a business.He suggested that reservation should be taken in the criteria.
